Help:

Installing a hitch retrofit, and when I removed the "Lock Carrier Trim Panel" two strange fiber cords with a spiral-wrapped fine gauge wire came out. What are these, and how are they properly re-installed? They look to be some kind of capacitive sensor or antenna?

They are used as part of the automated production process in the factories when being built then left in the car after production.
