By having Basic Navigation System (BNS) instead of the Radio Navigation System (RNS). That's the CD based DIS only navigation where the unit sits in your trunk.
OK, ok, the newest Audi models (I have seen this in a A3 8P and A4 B7 so far) allow several settings to be modified via DIS which can only be modified via VAG-COM in earlier models. The A8 might be different since it has an advanced CAN for quite a while now. In the A3 I drove recently I could change the instrument cluster to US units and English US (was German/metric when I drove it). So yes, you may have this menu even without the BNS but the BNS was the first device configured through the DIS and a multi purpose switch near the e-brake.
In the A3 I had it as the reset button on the wiper switch, the one which usually switches between FIS1, FIS2, Navi and Off or resets a value. In the A3 it was FIS, Setup and Off. Can't remember how it was in the B7...
